Rhos Silver were disqualified, but later contested this in a court of law; the judge decided that the band hadn't breached any rules and that the contest organisers had no justification to disqualify the band.
The judge didn't have any power to re-award the title and Rhos Silver didn't have any money left to pursue the second court case that would have been needed to see their result re-instated, so the result of the contest is ambiguous, with both Rhos and Bathgate listed as winners. The contest organisers paid all court costs.
